Well when it first came out it was mandatory but then very high ranking personel refused to take it due to the lack of research after Gulf War Vets had a common illness that pointed to the vaccine. The military being the military came up with some "research" and its back to mandatory. Testing this vaccine along with who knows how many other drugs is nothing new to the military.
